The two-star on the Midway directed his battle fleet and NOT the Midway itself For hundreds of years, Admirals have been "passengers" on usually the biggest and baddest ships in the fleet of which he has complete operational control. The ship's master, a Captain on larger navy ships, has complete operational control of that particular ship. The ship's master controls his ship, while the Admiral controls his fleet's operations and directs its strategy and tactics.
